Lynn Hopper Memorial Scholarship Application
Eligibility/Criteria
1. Applicant must have a 2.5 GPA or GED equivalent.
2. Applicant must plan to carry a minimum of 12 hours each semester (of fall & spring semesters).
3. Applicant must be seeking a degree in School of Business with a minor in pest management.
4. Applicant must be a resident of the State of Arkansas and planning to work in the pest management industry in Arkansas for 2 years after completion of degree.
5. Applicants that are family members of a pest management firm that is a member in good standing of the APMA will be given first consideration.
6. Three letters of recommendation are required and must be from individuals who have known the applicant for 3 or more years. Letters should be submitted with application.
7. An essay of applicant’s future plans should be submitted with application. Applicant will not be considered without essay completed and submitted with application.
8. Applicant must be willing to meet in Little Rock to be interviewed by selection committee if so asked.
9. Applicants that have been awarded this scholarship in the past are welcome to apply again.
10. The selection committee can make a decision based on applicants. There may be times when they have a candidate that may or may not meet all the criteria, then the committee reserves the right to make that adjustment for that year. It must be a unanimous decision.

Where has this year gone? Summer is winding down and fall is around the corner. Talking with pest control companies around the state finds most everyone still busy. With the lack of home sales and the high gas prices this is a welcome sight.
I appreciate you letting me serve again as your president. It was a hard but rewarding year. One goal I had as president was to see that the two year waiver ordeal would get done and I am proud to say that has happened. For the most part the association got what they were after. These changes will take place on or near January 5th 2009.
I would also like to take the time to thank Don Alexander for a job well done. He is resigning the executive director’s job as of December 31st. 2008. We are looking for his replacement at this time.
You never know where life is going to take you, but mine took a turn for the good in 1993. I had been in business only a couple of years when I met Charles Thompson, secretary for the association. I was going to get re-certified and Charles said he needed someone to be the regional director and got me on the board that year. Fifteen years later I have served on the board in every capacity and as your president three times. The association has given me the knowledge to grow my business more than I have time to say in here. I owe this to Mr. Thompson and I am grateful for all he did for me and my company. Mr. Thompson passed away this past week and he will truly be missed.

The APMA has had a busy but productive 3rd quarter. The early fall conference was held along with the September recertification schools. It is very important to give a big thank you to our allied members along with the other exhibitors. They contribute so much to our school and other activities.
The success of the September Recertification School is due to the hard work of Mark Hopper and Shannan Hyde Prince. We owe both a great big thank you for their hard work. A professional firm was employed to organize and manage the September school. They did a great job to be the first time to handle the APMA School. The September recertification school was well attended.
I hope you received the news that Charles Thompson passed away September 25, 2008. He will be missed by all that new him. He requested that APMA members be Honorary Pallbearers.
The APMA Board and Government Affairs Committee and others have finally seen the waiver issue put to bed I hope. The plant Board has passed a regulation that restricts the use of and sets a maximum number that can be issued by each company. The waiver issue has raised concerns about what coverage the consuming public understands and actual believes they have when they put their home under a termite contract. I hope we have heard the last of this issue but realistically I doubt it.
The APMA is in the process of searching for a professional management group to consolidate activities of the association. I wish each of you well and as soon as or no later than January 1, 2009, I will leave the APMA. I truly have enjoyed working for you but the job was supposed be part time and it is not. APMA needs a full time administrator to see after the business of the association.

Minutes of the
Arkansas Pest Management Association
General Meeting, September 9, 2008
Wyndham Hotel & Conference Center
The meeting was called to order by Pres. Charles Hartsell. The minutes from the July meeting were read by Sec./Treas. Mark Hopper. Motion to approve as read was made by Mike McCauley, seconded by Waymon Long and approved.
Mike McCauley, Nom. Committee chairman, presented the list of nominees for officers and Board for 2009. They were as follows: President- Phil Bennett, Vice Pres- Randy West, Sec/Treas- Mark Hopper and Waymon Long as an at-large board member.
There were no nominations from the floor. Phil Bennett moved that nominations cease. Seconded by Jerry Hyde. Motion approved. Phil Bennett moved that the nominees be elected by acclamation. Seconded by Steve Adams. The motion was approved.
McCauley then announced that the new Allied representative for the Board would be Beth Golden of Univar. Names of interested allied members were submitted. Golden’s name was selected. She will serve a one year term. Those serving are not eligible to be re-appointed for 2 or more terms in a row.
Mark Hopper reported on the on-going Conference. He said that the school was going well and attendance was high. He complimented Lanesa Valentine of Ace Travel for an excellent job in planning and running the annual conference. All were in agreement that we should try to hold the conference at the Wyndham again next year.
Pres. Hartsell then addressed the resignation of Terminix, Intl. from the Association. Terminix resigned via letter effective October 1, 2008. They requested that the pro-rated membership fee be moved into the Lynn Hopper Scholarship fund. APMA Board had sent a response letter to David Katz of Terminix, Intl. expressing concern and disappointment with their decision. Mike McCauley stated that the Nominating committee had approached Jim Maloch of Terminix about he, or someone else from Terminix, serving on the APMA Board for the next year. This offer was declined by Terminix. There was some discussion about whether a precedent should be set by returning membership fees. Phil Bennett inquired as to how much money would be moved to the Scholarship fund. Exec. Dir. Alexander said that the amount to be moved would be somewhere between $2000 and $3000. A motion was made to move the money to the Scholarship fund by Phil Bennett, seconded by Jerry Hyde. Motion passed.
The matter concerning the “bond” was raised and discussed. Exec. Dir. Alexander recommended that the Association stay with their prior position that if there were changes to be made, that the bond be raised to $100,000.00 and a GL insurance requirement of $500,000 be put in place. Dir. Alexander further stated that it was his opinion that no changes be pursued by the Association at this time.
A motion was made to adjourn by Phil Bennett, seconded by Steve Adams. Motion passed and the meeting was adjourned.

Minutes of the Arkansas Pest Management Association Meeting
July 11, 2008 at the Victory Building, Little Rock, AR
The meeting was called to order by Pres. Charles Hartsell.
Shannan prince announced that the agenda was set for September Recertification School and that forms for registration would be ready in about a week
Phil Bennett announced that the Board voted to buy a table top display for our recertification schools and that it has been ordered through Brooks Jeffery.
Jerry Hyde outlined the proposed waiver and prior approval forms. He explained that the State Plant Board was considering a 10% usage of these forms. He then asked the general membership for their input. Jim Maloch had concerns on not being able to use both forms on one property. He also expressed concern about having a non-chemical contract. Discussion concerning the number items that can be checked on the waiver was followed by a proposal, that if more than two are checked, then the prior approval would be used for this instance also.
The next order of business was the draft law proposal for insurance outlined by Pres. Charles Hartsell. Removing the bond and replacing it with insurance was not agreeable to the membership. The general consensus was to keep the bond and increase insurance.
Mike McCauley made a motion to increase bond to $100,000 and leave insurance as is, was 2nd by Bill Sample - Motion passed. This will be discussed with the State Plant Board staff.
Next, Pres. Hartsell outlined the Draft Rule proposal #4, page 18 of Circular 6. He read the re-wording and no discussion followed.
More discussion on the proposed prior approval form followed. It was proposed to change the wording on the waiver to “This is a non-chemical treatment on the items below or described in the comment section.”
The next item of business was from Jerry Hyde. He discussed the state’s consideration of using the Firm mailing list from the post office when mailing out final renewal notices. The majority agreed with this and it will be proposed to the state plant board staff.
The last item of business was a statement by Jim Maloch. He reminded the membership of the lawyer in Alabama who is targeting termite companies and to be aware of what’s going on and to be supportive as an industry.
Bill Sample motioned to adjourn and was seconded and approved. Meeting adjourned.
Shannan Prince took the minutes for Secretary Mark Hopper who was unable to attend.
